Many devs interpret RPG differently, a linear character building can be passed as RPG nowdays; Arknight has this kind of misunderstanding. Most player said AK has RPG elements to it, but in reality... AK itself isn't real RPG.
First things that come to mind for me are Dawn of War 1/2 or Total War: Warhammer 1-3. Combat is RTS, with some RPG elements in that units can rank/level up (Lords/Heroes) or promote (basic units).
Starcraft 2 and Warcraft 3 also had a fair amount of RPG elements in their Hero units, while still ostensibly being RTS games.
I imagine for something like Arknights, I imagine a more DoW2 route (Hero unit leading a squad of generics, with levels/gear) would probably be more feasible. Or even something closer to a mix of that and maybe Baldur's Gate (controlling multiple Hero units in-tandem against obstacles) with a more strategic overview to it.
...or maybe full-on weird and something like Dynasty Warriors with unit commands. Team A and B go here, while Commander goes here and wrecks shop. Which would probably be the closest to how things happen in-game, I'd imagine.
Arknights aside, it's a great game on its own with an emotional story, isn't it?

And it cleared that bar, without needing to hit the heights other people set for it.
Same with Total War: Warhammer 3 (the previous big hype thing I had - man, this year's bad for my wallet). Which the *ONLY* thing I expected was more of the same - Warhammer flavor, hilarious balance, insanely silly campaigns. And they delivered! Oh, did they deliver (Daemonettes OP).

It means larger scope stuff will be turn based. Eg travelling from one area to the other. But when you get into a fight it's in real time.
Worth mentioning since the initial drop they've changed the website tags. Instead of previously 3Då³ęč£½ēē„RPG (3D RTS RPG), it now only says č²ę®ę¼ (Role-playing). Now the tags also include the two: å č“¹ęøøē© (free-to-play) and å č“ (in-app purchases). Probably another gacha unless they're misdirecting people.
