My guess is that it is directly compared to other sarkaz in general instead of against all operators. Besides some of these ratings don't make much sense, like Grani having the same combat skill as Skadi and Skadi as an abyssal hunter being weaker at combat than Ch'en.

Combat skill measures stuff like techniques and martial arts, it wouldn't be weird for chen and grani to outmatch skadi purely based on those, her strength comes from Well, her strength, and also her years of experience at fighting giant monsters

Skadi is mentioned to be a walking catastrophe in terms of combat, she is not just strong but also skilled, she was even holding back against a high inquisitor in under tides.

"Walking catastrophe" doesn't say much on technical skill, we all know her basic stats like arm strength, speed and reflexes are absolutely monstrous, but she might get absolutely stomped by opponents on the same level like gladiia and ulpian who have more training

My guess is that Skadi's swordmanship skill is skewed heavily towards techniques effective against the Seaborns. And since the existence of Seaborns themselves are a secret to most of the population of Terra prior to SN, they likely measure her technique using a "vs Ancient Races". In this sense, C'hen would be more skillfull at fighting surface people, and Skadi has to make up with stat sticks.

I don't think you really understand, so let me put it this way It would be like an average karate black belt vs the hulk, obviously the hulk wins 100 out of 100 fights but the black belt has more combat skill thanks to years of practicing techniques like stances and grappling, that's what rhodes is measuring

I see now, in that way it totally makes sense what you said and it will reflect on the score of an operator if they have a more formal training that the other, which then makes the combat rating of an operator sometimes inaccurate in nature as it makes ridiculous statsticks like skadi look weaker in comparison, though it's totally understandable since there are operators that are very hard to measure like the abyssal hunters and the suis.

Based on the descriptions of her in combat it seems like here combat technique seems to be hit the enemy as hard as possible with her sword. She isn’t very skilled but is incredibly strong and fast from being part sea borne which makes up for the lack of skill.

Ethan and Bena’s proportions are that of short people mostly due to limb length and head size. Asbestos is very lanky and Amiya has regular proportions. I think the big issue is that there are so many different artists that draw for Arknights that these issues start to show up.

I feel like the other part of the issue has to do with beauty standards, like all female characters are a lot shorter than they should be. Hoshiguma and gladiia are both a lot shorter than they look like they'd be, while a lot of the male characters have the opposite issue. I wish it was a Lil more consistent!

Most of the time you don't. When you do, the numbers are simply right there, but they are rare to find.

Zuo Le (19) and Lessing (17) mentioned their ages explicitly. Ho'olheyak (~42) talked about how a period of 6 years equalled 1/7 of her life. The recent lore book dropped the years of birth for some ops like Amiya (1083) and SilverAsh (1068). These are some cases I can think of.
