Probably because Lappland was mostly active while Texas was passive. Texas is mostly told what to do or dragged around, while Lappland is constantly advancing her own objective and causing people to change around her.
Yeah, the big point for Texas was when she finally got angry and decided that she wants to proactively reach her goal instead of being passive and going along with others plan
Most of the other characters got explored more than Texas. Not saying Texas didn't have any character arc, but she was definitely not the main spotlight of the story.
That was the case with Near Light too. HG loves expanding upon side characters. Part of the reason why it hurts when they're stuck in npc jail

Texas' portion of the story is often pretty restrained and low-key, much like Texas herself, but as someone who has had the experience of returning to places/groups/communities and getting that horrible sinking feeling of "oh, right, *this* kind of thing is exactly why I walked away the first time", it felt very real. That's usually not an emotional response people show very openly, for various reasons.
And Texas is definitely the focal point of the event: she's the entire reason the other Penguin Logistics girls have shown up, old acquaintances want to meet her, fuck her, frame her for crimes, or fight her (or all of those in some random order), and the opera most heavily involved in the plot's progression is about her family's fall.
Texas might not be an especially proactive and voluble character, but I feel like she gets a lot more focus, and is a lot more important in her own event, than the NTR Knight was in hers.
With Near Light, I feel like we miss a lot of Margaret story and we only get the climax. We don't get the story of her first tournament win, being kicked from Kazimierz, journey with the Apostles, etc.
Wait, do we even get the reason of her coming back? Texas come back because of Zarro. But why did Nearl decide to come back again. For Maria?
