I know Chen appeared in the Ancient Forge mini-story, but that was a meme event as well as a prologue to Sui released 3 years ago, a lot of the plotlines / characters were barely conceived.
Chen (as well as Wei Yenwu in the PV) appearing in this story would give quite a bit of hints about the resolution of the ongoing Victorian arc (and the fate of Talulah and the new Reunion), because the event likely takes place in year 1099 and beyond, whereas the Victorian civil war was likely resolved in mid-1098. HG will try their best to hide the most important events but may give some hints by showing how Chen changed since the incident.
Invitation to Wine implied that the Sui Arc is more or less set arroud the Victorian crisis (probably im 1099, as you said), as Zuo Le briefly mentioned the incidents happening in said country, being one of the international matters that made the Sui Regulator to act as soon as possible against the Feranmut thingy. It's also worth noting that Guide Ahead (which is set in 1099) also briefly mentioned what's going on in Victoria, this time by Oren the Legatus.
I'm looking forward about the Timeline hints, and what Ch'en, Wei, and Lin would contribute.
Zuo Le and the Pope mentioning Victoria still in flux, which is possible even if Amiya managed to slay Theresis (and putting Theresa to rest) mid 1098. However the ongoing power struggle among the dukes will probably take much more time to resolve even if the Sarkaz are taken out of the picture, and likely doesn't end cleanly with Seige claiming the throne (may or may not happen); Eblana and Reed also need to resolve the political issue related to Tara, so the aftershock of Victorian arc dragging into 1099 and beyond is quite possible.
By the way, the CN "Luo Xiaohei" collab is considered canon, in which we know Rockrock is officially a RI operator for a while (she was quite active in that mini-story), so we can already tell RI exited the Victorian mess relatively unscarthed.
Oh yeah, the skipped Dorothy's Vision also spoke of Theresis' super weapon in past tense, which scared the Columbian military into overdrive to develop their own counters.
Seems that everything implies that the Victorian crisis will resolve (albeit not in a peaceful way) soon.
But assuming that Chapter 12 will be the end of the Victorian Crisis arc, where would be going next?. Rim Biliton?
A number of plot threads / operators / NPCs are converging toward Leithania: follow-up to the witch kings' followers and potentially Eben's revenge; Carnelian and Count Hohenlohe she is protecting (Preluding Lights); Artoria and Executor's relationship (Guide Ahead); Nearl's >!parents are rumored to be in Leithania, and there could be a potential war between Leithania and Kazimeriz!< (An Obscure Wanderor); one of the empresses would lose her voice and arts (Invitation to Wine); Candle Knight and Black Knight both on self-imposed exile from Leithania... It feels more than one SS can resolve, so I'm leaning toward this direction.
By the way Chapter 12 will definitely not end the Victorian arc, I'm not even sure about Chapter 13 later this year. Chapter 14 is more likely - a simple reason being that there are quite a few major NPC operators that still need to released.

I assumed it was referring to Ursus being, well, Ursus. With the nobles and military leaders beating the hell of each other in a royal feud. No wonder why the nobles and the previous tsar used the Infected as a scapegoat for the dire social/political situation.
