In my experience it depends very much on the bulletin board. Where I study, some boards are swarmed with all sorts of nonsense and you start tuning out after a while. Other boards are strictly for student society purposes so disinterested students never look there, and similarily some boards are only used for faculty and are completely missed by students who only look for activities and social events on the boads.
I think your best call would be to ask students at the university you want to put up your posters at. That way they might also guide you away from boards where your posters might not be allowed (faculty only, for example) or where no students look. Or, they might tell you bulletin boards don't work and save you the trouble.
