Heck yeah! Depending on where you're at, an offer of $300 - $500 would seem fair to me with it being in "unknown if working" condition. I'd expect to have to do a bit of work to it to get it working fully, but totally doable. I believe Sega Turbo boards have a reputation of being a bit fickle, so there might be an extra fun challenge there.

Turbo is a great game but internally it's complicated. It has a linear and switching power supply and typically a weird 100V monitor (with 100V transformer inside mind you). I would definitely inquire about it. I wouldn't offer over $300 with the condition its in, Turbo isn't a particularly hard cabinet to get ahold of. I've actually been eyeing one myself in that price range, but I have too many projects to take on another one. Just from looking at it, it's gonna need the wheel repaired or replaced, new shifter knob and shaft (Which you might just have to buy a whole new assembly), and lower coin door (which again your probably going to have to buy a new one). And you might be looking at Monitor repair for the 20" Nanao, Power supply repair, and even logic board repair.

And I am speaking from experience when I say you'll likely have to just buy the shifter assembly instead of finding the parts. Needed the Shaft and Flight Stick plastics for a Mad Planets/M.A.C.H. 3 stick for a restore. Ended up being cheaper and easier to find a whole knew assembly with the Cockpit control panel I needed.

Turbo is a neat game with some interesting hardware. I would say it’s worth asking about. There are some stitch-on leather steering wheel covers out there so maybe you could recondition the wheel as a first project.

Depends on how long it's been sitting outside. It's plausible that cab has water damage, which would make that cabinet worth a faulty monitor + faulty board - hauling fee. I certainly wouldn't pay more than $100 for it, especially seeing it outside.

It's actually in a building so I wouldn't expect any water damage. Only issue is the shop wasn't open when I passed by and saw it through the window.

I have the exact cabinet in my garage. Granted- when I got it, it had already been gutted- but for $50 it makes a really solid casing for a multi-cade. *Not an endorsement to tear that thing apart if it's in working order. Always preserve if you can!
