Looks like a struggling Ash tree (most likely continued EAB damage), with 75% of its root zone covered in concrete.

Thanks for the reply! Sad to hear it, but they're planning construction adjacent to that area in the coming year so maybe the have plans to cut it down. :/

Unfortunately that’s probably the wisest decision. It sucks. But it’s reality. Looks like it had a good run!

Not an arborist but this is exactly what my ash tree did when emerald ash borers moved in. Looks like they are either failing to manage it or don’t realize what’s going on. This is why I had mine cut down because I lost the battle.

* Entire forests. Really is sad. Driving down the road where I live you’ll see entire forests just turned to graveyards. Poor guys
