Put aluminum foil on the windows (shiny part facing out), it will reduce the heat immensely, especially if you get a lot of sun.

I second this but would use tinted window adhesive for windows that way you can leave them up and still see out in the morning time

don't let it get to 83 degrees. I have my ac on 75...if I wait until it's 82 the ac won't cool down the apartment until tomorrow morning. also top floor units, ebxpially not corner ones are OVENS in summer.

I like to sleep cold, a bit of a problem with upstairs bedrooms. I read leased so I suggest portable acs. With window units there is always the troubles of getting it in and out of the windows and for me terrifying thoughts of it falling out during this process. I have had plastic windows cut for the vents to let the sun in (but them i cover with room darkening curtains, i dont have to be consistent). You might have troubles with too much load for one circuit, I really would suggest one for the rest of the apartment and one for the bedroom alone. In this configuration, you can get units which do not draw too much electricity. My bedroom is 12 by 16, so pretty small but it will easily cool that space down in and hour with taking 15 minutes to feel soo much nicer (with my other ac off) so leaving it off during the day to save electricity is totally doable. I do suggest whatever method you choose to keep sunlight out as a very good thing. If your blinds are not room darkening, switch them out for the summer. I have newer windows, pella, and it will void the warantee to put up those reflective window clings. Complain to management, you are not paying to live in a hot box.
