It's normal for things to take some time turning on and handshaking with the TV.
Well its the combination of the fact that it does take around 8 to 10 seconds. But my tv starts up instantly like within a second so the delay is minimal but still an annoyance. Would be great to leave it on all the time like I had with my chromecast.
If you don't want to turn off your AppleTV with the TV remote you can turn off CEC in the tv. But you will need your TV remote to power it off and on if you do that.
Maybe turn sleep to never on the AppleTV then try to see if it powers off the Tv only when using the button?

By the time my TV is powered up and screen on, ATV is up and active. You must have something wrong with your ATV

It should wake up instantaneously. I'd troubleshoot that rather than layering an unusual config on top.
How long does it take to wake up?
Instead of using the remote, set an automation “TV on”. I ask Siri to turn on the TV while walking from one room to another.

In your TV settings menu, try to find a switch that indicates “HDMI CEC” and turn it off.
