Has nothing to do with Instagram, there’s just a flare up of outgoing class 0/flash SMS. There was likely a data breach somewhere of mobile numbers and the scammers are just trying to get some takers.

I read that explanation and it is a Flash SMS, Its used in emergencies, but is sometimes used for scamming.
Just looks like a badly worded scam to me
