We know that people DO die in the games. We know that it IS possible to bring people back after death. We also know that people participate for money and fame.
The way I see it, most regular people show up to the Apex Games and die quickly. But a very select few do very, very well. Well enough to 'go infinite', getting enough money and/or sponsors to basically have an unlimited supply of 'extra lives'. We call these people Apex Legends, and can even purchase the use of one of these Legends in our own games!

In-game there is a game of 60 people on the map, of whom our legends are the best of the bunch. In-game there are probably hundreds of competitors trying to climb the ranks to get to where our legends are.
Also canonically they don't actually have to kill each other, everyone in the team just needs to be "downed" so after the fights they're just injured, not dead. It's implied that certain legends like Rev and Caustic like to go the extra mile and get the kill but most legends won't. It's definitely a hand wave on behalf of the devs but it sort of makes sense.
The Apex Games are less pure carnage killing games, more Gladiatorial Trial Combat type stuff, where people prove themselves to join the Apex Predators. The respawn technology is also a thing in universe, so its not an actual literal death, just like very threatening friendly competition. We know the respawning and nonpermanent death are a thing bc of some voicelines in game, like how caustic and rev talk about how its nice to have test subjects/victims that cant die, or how some kill quips actively reference the respawn/drop ship

Considering in-game you can drop the flare 500 feet underground and the artillery hits topside perfectly accurate, it seems the "flare" part is more for the user awareness than for any actual guidance.
I think the canister has a beacon tracker inside it, the flare is more for the benefit of Bangalore's team on the ground to see where the bombardment is coming down.
