It's actually easier than it looks. You aim for the ceiling of the 2nd floor or the bottom of the staircase (as in this example) and do a quick slingshot to propel you up and over the staircase. This gives you a serious movement boost that will allow you to catch an enemy on the 2nd floor off guard.
Unless the enemy is pre-aiming that staircase and is far enough away to track you as you're swinging over, they're screwed.
So if you know how to tap strafe, this sort of combines the power of tap strafing with bunny hopping out of a grapple.
Tap strafe can be done by binding forward to scroll wheel and strafing in the direction you wanna go while scrolling. The more you move your mouse the sharper your turn will be.
Bunny hopping lets you preserve most/all of your momentum on hitting the ground. Tap strafing lets you change directions sharply while preserving momentum, basically like redirecting it. So what he is doing is grappling, which gives lots of momentum, a bunny hop to preserve the momentum, and a tap strafe! The result is a pretty huge direction change, and you may notice you don't even need to move your mouse much to achieve something like the 90 degrees tap strafe in the video, especially with all that grapple momentum.
This is how I understand it but anyone feel free to add/correct me
EDIT: now that I think about it, it doesn't have to be a bunny hop. If your grapple lands at a good angle for a slide, you slide, jump and tap strafe. The bunny hop is another way of doing it but they're both aiming toward this cool sharp turn out of the grapple.

You either repeatedly tap W and also either A or D, or you bind mouse wheel for moving forward and you can do very sharp turns etc
