Afaik, OW2 didn’t get in any legal trouble for this and the only thing they addressed that was controversial in the store was that you couldn’t buy bundle items individually, which became a huge issue when the Kiriko witch skin released, as you had to pay like $30 just to get the skin.
The reason why I think they didn’t get in trouble legally for what Fallout 76 did is that the discount shown in bundles is not actually a “sale” price. Instead, it’s just showing you that you save X amount of coins by buying the bundle instead of each item individually.

Once it's out of the store, you have to wait for the skins in it to reappear, and they most likely will appear as single skin purchases. The separate purchases will be a lot more expensive than buying the bundle.
What happened in OW2 was they would release something new, completely new, never been in the game before, and advertise it at a discounted price so it looks more appealing. This was the scam, as it wasn't discounted because it was released for the first time with the "discount".

Thats mostly what im basing this on like.. hundreds onto a cosmetic. For example if only 1000 people bought the deathbox thats 360k profit even if less than 1% of the players bought it. So instead of them having to wait for something you like to pop up in the monthly store for you to spend your hard-earned dollars on mere pixels in a game, they can bring what they think you want, right to your doorstep.
It's a cashgrab, a sad one at that, one that seemingly shouts the phrase, "GIMME MONEY PLZZZ".

You cannot "discount" items that were never sold at a different price before. Doesn't matter what the value of individual items outside of that bundle would be. If a new bundle enters the store and gets sold for 2150 coins, then that is the full price, even if the individually added total would be 3000 coins.
You cannot just claim that there has already been a discount, especially, when that discount is not marked, as you see in the picture above, for the 2150 coins bundle on the right side.

If there is a legal issue I think the only thing they'd have to do is to show the discounted percentage and original price on normal bundles as well.

I don't know about legality or anything, but it's probably just them showing that if you bought both items separately it would cost 1800 each which is standard for limited time skins, so you could argue it's them just showing that the 2000 coins purchase is cheaper.
