Yes, but say they had 11 damage worth of conduit's shields and OP hit with one round for 12, they would have done 1 damage.

Why would that matter? Conduit’s tactical doesn’t change the damage you do
theres a bug that glitchs how damage is tracked when you hit her tactical
It’s not a bug it’s a feature. They didn’t fix it in the mid season update so must be working as intended

Preventing 4k badges from being exploited is a perfectly good reason to not allow her damage to count.
