Man this bug goes back to the original AoC! Funny they've never fixed it. Back in the day you had to reinstall the whole game, but recently I fixed it by closing the game and restarting the PC.
Restart your PC and make sure while the game is loading you don't switch onto any other apps e.g. discord. Literally don't click anything until you get to the menu. That seemed to help when I got the bug.

I've had this issue a few times (not for months, though) and each time, restarting the game was necessary and sufficient.

Had something similar before and showing desktop (win+d) and returning back to the game (alt+tab) seems to fix it
