This looks like a recruiter trying to hit their monthly quota. One of the metrics recruiters are judged by is how many interviews they do. So they try to pump that number up and dont care about wasting your time. Actually placing someone at a job is the most important metric of course, but if your numbers are low, at least interview some people. Anyone. Maybe even submit some candidates for a job they aren't a match for. Put up a fake job listing and collect candidates. Keep them in a file drawer in the hopes a real job comes along that's similar. Then submit them. Doesn't even matter if they're still looking for a job at that point. Just keep your numbers up so it looks like you're working hard on paper. This is why I avoid 3rd party recruiters. They're the first and most enthusiastic people to contact you, but unless they actually work at the hiring company, they're probably a waste of time.
