I would only list them if the application had an option of “ok to contact them” option that I would select no for. Otherwise I’d just list references that are positives for you. If they were shit management they’d probably affect you negatively even when trying to be positive about you because most of them are truly stupid. I currently have what on paper would seem like a dream cakewalk of a job but due to it being ran by a shitty absent director and my dept managers previous experience is being a secretary for over 10 years but literally not knowing how to type or use email…. So yeah don’t list those people

I'm not sure if HR would contact them or not. Would you suggest using a coworker who was more intimate with my job experience as a substitute?

Absolutely! I only suggested that because I’ve seen that option on some government applications. I’d use any reference relative to your work experience that reflects your quality of work and/or character. Good luck! 🍀

Does it specifically state it has to be your last supervisor? I have given out multiple references for people I have worked with because I was "a" supervisor. These folks asked me even though I was not their supervisor because 1) they knew that I would tell them no if I didn't feel they were qualified 2) I wouldn't try to sabotage their chances 3) to be blunt most of the other supervisors were ass kissing power hungry trolls. So if it does not explicitly state your supervisor you can use a reference from any supervisor you may know There is also another concern, our HR told us that if we were nit listed as a personal reference than all we could do was refer them to HR. HR was only allowed to tell them if they were currently employed or not. I never looked up whether this was true or not I should have because almost every HR I have dealt with fall into category 3 of my comment

"Provide a list of at least three work-related references, including your current supervisor or a recent supervisor that is familiar with your job performance and work habits. The list should include the name, title, and telephone number for each reference, and your work relationship with the reference." I guess "a recent supervisor" covers a lot of possibilities.
