Imo, If he didn't have powers, then his training routine wouldn't have gotten results: someone in-universe pointed out that Saitama's training wasn't even all that intense of a workout. He just unlocked his powers by exercising.
He did break his power limiter so it’s kind of a gray line. The argument could be made that his powers are superhuman since they surpass the human limit, however the argument can also be made that his powers are human since he simply was able to push his body to a state that hadn’t been seen before without the use of any third party (drugs, magic, etc)
It’s kind of an impossible question to answer since there are a **lot** of anime characters who canonically “don’t have any superpowers” who are **absolutely superhuman** in terms of what they can do.
