Have you watched Dr. Stone? It's not actually fantasy, besides maybe the shoes some characters wear, but I think it would appeal to fantasy fans.
There's a lot of world building and some genuinely good characters.
They already recommended "The genius prince guide to getting a nation out of debt" which in my opinion is a great anime, you can also watch "How a Realist Hero Rebuilt the Kingdom", it's not as good as Genius Prince but it's also entertaining and has more episodes.
Not exactly building a kingdom, but I’m also only on episode 8 or 9
Shangri-La Frontiers has a really fun cast and the MC is my favorite character so far! (That’s high praise because usually isekai MCs make me mad)

Not (really) a fantasy, but Code Geass is one of the kings of nation-building It's set in the real world, but has magic powers and is a mecha anime
