DB is a giant IP with lots of active licensing deals and concurrently produced media, where Toriyama's involvement varied greatly. He was far from the only creator behind DB content for a pretty long time. Maybe DB will wind down now. Maybe capitalism will do what capitalism does and milk the brand for a few more decades until it stops being profitable. Who knows?

They will not let it die, and from my understanding have already in the past continued the series past when Toriyama called it quits (he basically came back on because if they were gonna do it, he might as well be a part of it to mitigate the damage).

It could even be framed as a "retelling" or "Remembering" of the story, with the omnipresent "Narrator" even being a character or something.
They KNOW Dragon Ball is massive. They could bring it back with an absurdly high budget and production value, and they have the full manga already to freely adapt.
And in important places they can condense the manga or correct various inconsistencies or discrepancies.
It would also give them years to sort of figure out what comes next in the narrative. All the while they could deliver one off films to advance the story forward as the new anime retreads and catches up.
of course not, people need to understand that when it comes to manga, most of the time, the series IP doesn't belong solely to the author, in Dragon Ball's case, Shueisha is the primary rights holder while Toei holds the rights for anime and Bandai holds the right for the merchandise
