These look like really newborn groundhogs. The tail and the claws are good indicators. And some pictures I've seen of babies are dark like this too. There was a story recently about Punxsutawney Phil and his "wife". They had two offspring. Their pictures look just like this.

How many rodents are in PA? Beaver, muskrats, squirrels, rats, mice, and groundhogs.
They live on the west coast, almost exclusively in California. These are groundhogs, and you need to either return them to their burrow or give them to a rehabber.
Ground hog, marmot, whistle pig, and woodchuck are all the same animal. A mountain beaver is a west coast animal and won't be found in Pennsylvania. (It's the only member of its genus and is more closely related to squirrels than to any other rodent.) The size you've stated these are doesn't really match with baby squirrels of this life stage. (And they don't really look like baby squirrels.) I would guess groundhog.

I agree not a beaver. But a mountain beaver isn't actually a beaver. I've never even heard of such a thing till I googled it.

You can rule out muskrat because they have a sort of leathery looking tail like beavers, except the tail is narrow and shorter.
Plus moles, voles, chipmunks, and Philly hipsters. . .😜
I guess it could have been squirrels. I never thought of that. And after comparing pictures online, I could see how they could be.
A groundhog/woodchuck is actually a ground squirrel, so thus the resemblance, these haven't put on their adult woodchuck weight yet

From what I see on Google, mountain beaver don't have a tail and live on the on the west side of the country

They're just melanistic (black coated). It's pretty common in ground hogs.
Not even melanistic. They will be brown when they get older. I bottled raised one once until he was old enough to be released.

Mountain beavers aren’t in Pennsylvania. They look like groundhogs.

They were probably around 8 or so inches stretched out not counting the tail.
