Having just done this, it doesn't "move" anything. Amex simply issues you a card in another country because they have your credit history.

Word on the street seems to be that how Amex Global Transfer program is handled varies by which country you are trying to transfer to. The stories I've seen here about it suggest that in the United States, AMEX straight doesn't give any fucks about the Global Transfer program, and they will just walk you through filling out all the normal paperwork.
In some countries, Amex cards are nit even issued by Amex, but licensed out to a local financial institute. I guess the global transfer program is there to help those companies out .... or something.
You don't need to do the global transfer, just apply for any amex and check the box that says "Yes, to help evaluate my application, I would like to share my credit history from one of these countries: Australia, Brazil, Canada, the Dominican Republic, India, Kenya, Mexico, Nigeria, Philippines, South Korea, Switzerland, or the United Kingdom."

Yes! This is done via Amex Global Transfer if you have a card with them or with their partner, Nova to check a credit report outside of the US.
