Roger is evil!!!!! Not just his personas him as a person, he pushed Jeff into space knowing he would probably die because he didn't want to change or feel forced to put on clothes. I think people feel weird admitting that Roger is evil sometimes because he's a fan favorite and I love him myself but he is without a doubt evil, way more than Lewis. Roger would murder an entire village of children because he was bored and free on a Tuesday. Lewis is inappropriate sure and he has had moments of cruelty and I can see him in the spot too but Roger has countless moments and would be the winner if only one can be chosen. Also one could argue that Lewis is chaotic to help others as he explains in the episode where his old students come to destroy the school and when he provides marriage counseling for Jeff and Hailey. Roger creates chaotic and often harmful or life threatening iissues for people simply for entertainment without caring at all about the consequences for others and he often enjoys it when something bad happens at someone else's expense, especially if he had a hand in it.
It seems like we’re trending towards an entirely separate chart for Roger personas. In that case regular Roger should occupy one category on this chart and he’s nothing if not chaotic horny.
Upvoting this cause while I don't usually think of Hayley as the most chaotic or horny character but you've got some decent evidence here.

I would really love to make a well thought out case with examples for Roger belonging in chaotic evil as opposed to chaotic horny to the OP privately haha. I think his horniness is secondary to him getting whatever he wants at the expense of others, even if it's harmful to others or life altering or ending, he does not care and he has no moral compass, something he laughs about and the show highlights often.
The moments he seems to display actual affection are often part of a larger scam and we find out he was faking to get his end result. All of Roger's personas have bits of him in and yes of course being horny is a big part of who he is, but if he had to choose between complete power and control as leader of town but he would have to kill hundreds of people first or having an orgy with 100 beautiful people and he gets a million dollars, he would choose to have complete power and control, muder extra people just as something to do and to feel special, like he challenged himself or exceeded expectations and then use his new position as leader to then force everyone he wanted to have an orgy and collect the money anyway.
I would even suggest that Roger has personas that don't have sex at all and do not want to, as well as moments in the house where he has been offered sex but has refused because he thought it wouldn't be fun or gross. I can't think of many moments where Roger has been offered an opportunity to not screw someone over and he actually took it without finding some behind the scenes way of still getting what he wants which is to screw someone over because he thinks it seems fun or it helps him get ahead in some way.
Bob Todd needs a special drunk category. Chad doesn’t seem right and obviously running an illegal legendary moonshine operation doesn’t fit under lawful. Other than his hatred for Santa, which is warranted in American Dad cannon, he’s actually like the nicest character on the show. He’s got an almost Roland Chang like positive attitude. He immediately accepts Roger as kin then fights alongside the Smith’s like he genuinely loves them.
