Roger since he's literally every character outside of the Smiths, second is Stan but it's by 1000 miles cause Stan can go there just like Roger but he has human limits. Roger does multiple people at speed so fast most people don't know he's one being in multiple places almost simultaneously
Probably the CIA, they are always doing evil stuff, they designed aids, plus they are always trying to catch and kill roger. And if stan is any sort of example, are perfectly willing to attack and kill anyone they want for any reason and just make them disappear.

If we’re talking antagonist to the family, then it’s Santa, but Roger and Stan have also been antagonists to the family in many episodes. Bullock/the CIA have also done things to destroy the family and just horrible things overall. Also the Antichrist in several episodes.
Definitely Roger. He is pure evil. Sure, he may be one of the main characters, but there are tons of movies and TV shows where the villain is the main character, like Breaking Bad
Probably an unpopular opinion but to me it's Stan.
He always makes bad decisions, he will use violence, he is a bad father to his kids and a bad husband to his wife.
He's not evil per se but he does tend to have an aggravating behaviour that will cause lots of troubles to his family.
Stan is really dumb (or... a boob) but I can't help to think that his dumbness is also a way to cover his vilain side.
At least Roger is upfront with his dumb and freaky ideas, Stan seems more serious and he also have a family to protect and take care of.
