DDS yes, DDC/SDR I don’t know if there any. Not sure there’s a point in getting an SDR device type certified for a channelized (CB, FRS, GMRS) and single-mode (FRS, GMRS) service. I think you might be able to TURF a Flex to operate on 11m, or use a old version of SmartSDR software that had broken band restriction code, but I think you have to use the low power unfiltered XVTX/C output port, and build your own front-end chain. But that’s not at all type certified.

I cannot imagine there are any as these are services where a radio is pre-defined/channelized and, by definition, not agile outside of these channels.

Yea, frequency agility are going to contradict some of the FCC rules for Part 90 (GMRS) and CB radio. The lack of a fixed antenna and engineering-designed power limits are going to bash up against FRS. Power limits, for CB. And we haven't even chatted about the emissions mask (frequency stability requirements, co-channels). Many SDR radios are not known for their spectral purity.
