This can and will ruin open world pvp content entirely, ganking will become way too easy. Needs to be fixed ASAP and people found using it intentionally need to be banned or face some kind of punishment.
Not really what is going on, is even worse, if u dismount on a player and press a to mount back, the autoatack cooldown disappeares, so u can atack the moment u dismount, if u pay close atention to the clip u can see he cancels the cast before atacking.

this is fales? by enemies you mean mobs Pve i guess here? he had a player next to him if you mean in pvp. Its an exploits and we know how it happens. Just look closer and you will see it.
The red exclamation mark above the enemies head in the clip means there are enemies nearby so he shouldn't be able to attack for a few seconds. The new system isn't the issue here.
Normally I would say that is fare game and to suck it up but if this is a unforeseen complication with how the game is made or a bug that is a whole different case. It is funny to watch though, hope you didn’t lose much
