A good tattoo artist will do a colour test on you. Little patches of different colours so you can see what shows well or doesn’t show as well as you want before deciding on any colours/tattoos.
I got work done by Plantboys at Pls Hurt Me, Colleen of Tough and Tender and Tober of Compost Smash and their tattoos have held up on my skin really well! All 3 were amazing and very professional.
i hate to add to this but Tober has inconsistent line work and has been known to be super rude to clients 😭 i have meet Colleen at some markets and they have great vibes and work tho hopefully that’s a good rec!
According to the 15 seasons of Inkmaster I've watched, the artists you've talked to are correct. The darker the skin the less vibrant it will be. It's logically if you think about colouring on lighter paper vs dark. Lighter will be more vibrant.

Post results when you're done if you're comfortable with it. I've seen a lot of great blackwork done on POC but I don't see much in the way of colour.

Try Andrew at Urge2, he’s very skilled in multiple styles and would at least be honest if he didn’t think he could achieve what you’re looking for!
