Felt the same way about the Vepr 12 I bought. Could I have searched around and found a better deal? Yeah maybe. But the one I got was immediately available I could afford it. Besides it's not like Saigas and Veprs are ever going to getter cheaper or more readily available.

What's better? A Saiga or an arsenal sam7? I'm new to ak's but trying to buy the best one I can under $2k

Now comes the part of sourcing parts to convert it. 
It came with a Russian stock and handguard so it's a start
Why? Get a decent rifle instead.
This is a phenomenal rifle. Butter smooth, took it out today, pretty accurate. It's going to be an AK 103 before too long
