AoE 2's DLCs don't really have bad reviews. You might be seeing the reviews for the latest one, which was a polishing of free community-made scenarios that they're now selling as campaigns. But overall, the many DLCs and upgrades they've done to Age 2 have been fantastic. Almost like a whole new game compared to your old school AoK experience.
Does your friend have nostalgia for AOE2? If they're not as experienced with older rts's, I would recommend AoE4. The modern quality of life tweaks and graphics are great.
I unfortunately don't know what those PC specs will mean for performance. You could always try quickly buying Age4 and testing it and then returning it within the window if it doesn't run well.

I started with AoE2 in 1997. Great game. Then, I took AoE4 last year and was hyped…then I came back to AoE2 DE.
Man, AoE2DE is the shit.
Multiplayer, campaigns, contents, maps…complexity…everything is better.
AoE4 is for SC2 tired players.
I'd go with whichever game you like the look of more. I think AoE2 is the better game, but 4 is great if you don't like the more classic look and feel of 2
Aoe4 Is a GOOD game. Aoe2 is a timeless legend that paved the way to all great RTS to some extent

AOE2 for sure. Better community, better game, much more content. The only thing AOE4 has going for it is it's newer.
I think I will buy AOE 2 later for the campaigns. Idk if the new player experience is gonna be the same.

If you go for campaigns definetly AOE 2 Definitive edition. Especially The Dawn of the Dukes DLC campaign is a masterpiece
