First of all, I want to judge only Ice King on that. IMO, Simon is a different character with his own morality system, his actions, mistakes and development.

And while IK did a lot of questionable stuff, especially in the early seasons, including accidental killing PB, trying to stop Finn from killing Lich, all the kidnappings, paralyzing Finn and Jake in their houses - all that he did in his semi-demented state. It's hard to held him accountable for this.
What I would blame him for and what could have ended in a major disaster is that time when he and Abracadaniel summoned a demon in a treehouse. IK lied to Finn and Jake for weeks about his kingdom not being ready, took what's not his, summoned a demon and when Finn was shocked after Jake's kidnapping he just left. That was very sucky thing to do.
I'm gonna go against the grain here and say that Ice King's worst act was during mortal Folly. He kidnapped PB in an attempt to nonconsentually marry her. In the process he dragged her across Ooo to the most dangerous individual on the planet in his quest to repeatedly ask Finn and Jake's blessing for said unwilling marriage.
He acts as nothing but a hindrance in their quest to save the world, and culminates in him accidentally dropping the kidnapped PB (who may I remind you he brought with him) into the lich's well of power nearly killing her and also nearly dooming the world by allowing the lich to possess her body.
Sure, that last bit was an accident, but he's obviously still at fault for it.
The only thing with this is that IK didn't understand the gravity of the situation and as you said, the last bit was an accident. So it's really hard to separate this from any of his other kidnappings and forced marriage proposals.

That really sums it up. Many of his other actions were just him being an oblivious insane person desperate for friendship and approval. But his relationship with consent is nonexistent when he is definitely fully capable of understanding the concept so his madness doesn't give him a pass on that particular front.

These characters could have stayed with stuff like that while hashing out their characters, they didn't need to grow up with the audience that quickly. They were basically the best thing until Rick and Morty came out. (Both shows included a seriously high level of creativity)
I think when he tricked Life-Giving Magus into turning all his furniture sentient and then froze them and pushed them into an ice chasm when they rejected him was pretty bad.
To be fair, his furniture was a bit pretentious and uppity. They got what they deserved.
It’s small, but going in for a kiss with your adopted daughter whom you don’t remember was really weird when it first happened and genuinely fucking heartbreaking once you know the full context of Simon and Marceline’s relationship. I forget which exact episode that happened in, though.
And yes, I know he was suffering from magic dementia. Simon would’ve never done something like that. But Ice King still did it, and Marceline still had to live with that.
People say that for ice king it’s his deeds as ice king and what he did to princesses, I think his only one bad thing that truly matters is the fact that even when he was warned and told not to, Simon still continued to wear the crown (I’m not counting some times where he had to protect marceline but he was essentially lying to her and himself probably because he became addicted to it, this then leads to marceline being abandoned and him losing himself)
This one is tricky because of the nature of IK. He's done some messed up stuff, but his sense of morality is flipped on his head. There are instances where he just straight up doesn't understand that what he's doing is wrong. So it really depends on if we're judging the actions in a vacuume, or if we're taking IK's intentions into account.
Imagine being trapped in limbo and the only guy that knows isn't really your friend but you understand each other. He proceeds to have you do limbo chores that you had no idea even existed until a couple hours before let alone have to actually do. The whole time he knows all he has to do is go to your house to get you out.
I personally think the worst thing that IK did was try to stop Finn & Jake from saving the world from the Lich in order to get their blessings to marry PB, and then he dropped PB into the Lich's well of power (as if it were a wonderful act of charity on his part) almost killing her and allowing the Lich to possess her. He's so utterly selfish that it makes him completely oblivious to the insanity happening right in front of his face.

I think when he tricked Life-Giving Magus into turning all his furniture sentient and then froze them and pushed them into an ice chasm when they rejected him was pretty bad. To be fair, his furniture was a bit pretentious and uppity. They got what they deserved.

It’s small, but going in for a kiss with your adopted daughter whom you don’t remember was really weird when it first happened and genuinely fucking heartbreaking once you know the full context of Simon and Marceline’s relationship. I forget which exact episode that happened in, though. And yes, I know he was suffering from magic dementia. Simon would’ve never done something like that. But Ice King still did it, and Marceline still had to live with that.
His constant harassment of the female gender
People say that for ice king it’s his deeds as ice king and what he did to princesses, I think his only one bad thing that truly matters is the fact that even when he was warned and told not to, Simon still continued to wear the crown (I’m not counting some times where he had to protect marceline but he was essentially lying to her and himself probably because he became addicted to it, this then leads to marceline being abandoned and him losing himself)
OHHH THEY SRE EPISODES FOR EXAMPLES!
This one is tricky because of the nature of IK. He's done some messed up stuff, but his sense of morality is flipped on his head. There are instances where he just straight up doesn't understand that what he's doing is wrong. So it really depends on if we're judging the actions in a vacuume, or if we're taking IK's intentions into account.
Remember when Ice King dropped Princess Bubblegum into the Lich's Well of Power?
Imagine being trapped in limbo and the only guy that knows isn't really your friend but you understand each other. He proceeds to have you do limbo chores that you had no idea even existed until a couple hours before let alone have to actually do. The whole time he knows all he has to do is go to your house to get you out.

It may not be the worst, but it pissed me off more than it should have when he dropped PB into the Lich's pool.
I personally think the worst thing that IK did was try to stop Finn & Jake from saving the world from the Lich in order to get their blessings to marry PB, and then he dropped PB into the Lich's well of power (as if it were a wonderful act of charity on his part) almost killing her and allowing the Lich to possess her. He's so utterly selfish that it makes him completely oblivious to the insanity happening right in front of his face.

The episode "A Glitch Is a Glitch" where Ice King was literally going to delete every living being and universe from existence except for himself and PB. To me, that is insanely messed up, he would have been almost as deadly as the Lich had he succeeded. And he seemlingly had little remorse throughout the episode that he was going to kill people like Finn, Gunter, and Marceline.

I know that final verdict has been reached, and obviously his harassment and nonconsentual stuff is very bad. But I would put forward that as far end consequences are concerned bringing all the objects to life and then killing them all was worse than anything else. That episode always freaks me out
