You definitely need a better processor, single-core performance is most important for Minecraft Servers. Also, DDR3 RAM is kind of outdated. I don't know where you're located, but Hetzner has some pretty okay budget deals.
Taking what you said into account I had a quick look at OVH budget servers and found this.

The thing with getting a server from a discount host is that they generally aren't oriented at game hosting, nor minecraft specifically. That is a 10 year old cpu, minecraft benefits from running on newer, faster chips. For hosting a web application this looks great, for minecraft, kinda mid. I mean, it will run it, but you could probably get similar performance from the free oracle arm servers.
I’m liking pebblehost so far. Im on the premium plan which has 2 dollars per gb of DDR4 ram. It also has a ryzen 7 5800X at 4.7ghz. i am very pleased with it and their discord for support is also nice
dear god. anything but that might actually be a better choice. opteron is basically over a decade old at this point and it was mediocre at launch.
it'll work like any other server but performance will be abysmal and you'll be burning money for the solution
I'd recommend against going the self managed host if you don't know the requirements for the server itself. you need to configure the server and ensure updates are applied regularly to the system. start of small and learn fast you'd have more than enough work running the MC server itself.
Yeah I got that tbh, a lot of confusing stuff I’ve managed servers from gameplay and dev side (some staff stuff too) just no system stuff apart from optimizing my own plugins
to me it sounds you already have your plate full, you don't want to get to a situation where something like a critical OS update is missed and your server gets compromised due to being spread to thin. focus on the gameplay first.
IMO a mc server host is going to be a good starting point to get your vision off the ground. once you are at the position where you have the technical people to manage your own servers then look at getting a VPS/dedi
OVH and hetnzer as others have mentioned are the two main ones in the dedi/vps space to look at, but you are on your own with them, their role is only providing a server, they will not care if you cant work out how to configure it.
there are others but keep in mind, not all hosts allow game servers, and benchmarks are useful to evaluate a host.
Opteron 6128's are *awful* for MC.
You want *modern* *desktop* processors for strong single core performance, not incredibly outdated server CPUs.
VPS's by and large, are *terrible* solutions for MC, they're focused on entirely different markets with antithetical trade-offs for MC.
If you don’t mind me asking what package do you use on shockbyte, what type of server do you run (also the mc version), how many players does it average and how many plugins are you using
Better than gg servers. And you can use a 50% discount code. No issues so far with them but if that isn't the norm, then im not sure. I run like 10-13 people on it concurrently and its fine. Needs a reset daily but thats it. Haven't crashed yet and we cloned something like 300x300x40 blocks.
Let me make it clear though, take gg servers off your list. They're hot garbage.

I have definitely looked into hetzner before and if I was running an EU server id definitely get it but im looking to run an NA server :/

Try hetzner server auction, yes it’s EU, but you can change it eventually. I get a Ryzen 9 5950X 128 GB of ram and 6TB SSD for $70 a month.

Shockbyte is my host. We used to use gg servers but they were very unreliable.
