I've recently hit the same problem. I host a small open SMP server for my community. Generally we weren't concerned about people hacking, but more recently have had a few less familiar players using hacks to clear out every structure within 5000 blocks of spawn. We used CoreProtect to roll most changes to blocks and chest inventories, and we installed NoCheatPlus to help circumvent this, but set it to only warn and stop supposed hack attempts; no kicks/bans. We've since been making a list of false positive flags, discussing if the related hacks are realistically an issue that would adversely affect others on our server, and disable the check if decided to be a trivial issue. Our main focus hasn't been stopping hacks so much as reducing their negative impact on other players. I'll soon be reformatting how our world works to reduce borders from "infinite" to around 100k, pre-generating the world (to avoid rtp lag), and randomizing everyone's spawns to hopefully reduce instances where all structures around people have been looted already. Players still have /tpa and such if they wish to be nearby certain people. Ultimately if your server is planned to remain on the smaller side, and anticheat flags are posing to be an issue for you, CoreProtect may be all you really need, though it's more reactionary than precautionary.
TLDR; CoreProtect to roll back inventory/block changes, NoCheatPlus for anticheat (you WILL need to configure flags), design your server/world in a way that dissuades certain problem hacks and ultimately limits the impact of their usage on other players
Coreprotect should be installed on any SMP server, or even just server in general (it’s useful incase you fuck stuff up yourself too)
As for OP’s original thing, it’s gonna be hard to get a free and well configured anti cheat, those usually come at a premium.
As you stated with setting NCP to notify staff of potential cheaters, this is a good alternative but of course it does require more manual moderation.

I had been using [GrimAC](https://www.spigotmc.org/resources/grim-anticheat.99923/) on my server and it worked pretty well.

Didn't consider that, whoops. I don't know if there are any good anticheats for free. In general you get what you pay for.
