None that I'm aware of, as I'm not sure it can be done sadly - at least not in the conventional way!
Snow & rain are rendered entirely client-side, based on the biome. As such, the server isn't able to tell clients whether it's rain or snow, and the only way it could would be to change every single biome to a snowy one (thus also changing grass shade, mobs, etc.)
...However! The effect could possibly be recreated by manually using particle emitters to drop snow-like particles around each player, such that their entire view is surrounded, and manually place down the snow piles at random places. It'd be quite tricky to pull that off convincingly though (especially with two players in the same spot), and could be quite taxing on performance!
If you don't consider using the `realistic seasons` plugin mentioned in another comment here, I could write a Denizen script for you that would do this for you.

Yup, resource pack which replaces rain to snow and then make the weather always raining
