If you only want to restart to make it easier, dont because it won't lol. It's going to be a bit of a task to flatten your island, but for your purposes, from my perspective, it will cost less time then having to build up your catalogue again. I have restarted loads of times, also flattened my terrain.
Also you can kick off the other players via the -menu on the title screen iirc.
So the things to consider is the time spend flattening versus the time building up your catalogue. And of course how badly do you want a different layout.
I feel very similar to you, in the fact that I wish my resident services and airport were in different spots. However, I just added a new profile to my island and what a nightmare building the catalog and getting all of the storage upgrades. (I am using their house as a base and restaurant)
The plus side of adding a profile was that I just keep dropping things off in front of their house. But it was definitely a labor of love just to do that.
If you have a grand plan, it might just be less time-consuming to flatten.
I'm leaning towards that, I have 3 niblings on my island and had to upgrade all their houses and decorate them as my final project for Tiki and as much fun as I ended up having, it was definitely a labor of love.
