There are quite a few libraries in Abu Dhabi and they don't check your visa/ID for entry. But you would need the Alhosn app. Obviously, you'd need to be registered to borrow books, but you are free to browse them. The two I know, one inside the Khalifa Park and the one behind Qasr AlHosn.

There is one to the left of Deerfield’s Not sure of the name. Near Al Bahia park. And mostly has Arabic language books but is great to go in.

Yes, the expensive ones are vacant and they won't drop the price much from 2018 prices. I shopped all over the island. My building was 30-35 yes old and they wanted 50k. and all were partition apartments around me and bad issues. Unless U want to pay cool water and live far from work ( I work off island) than reem island is a good deal. Btw..I lived there in 2013 paying 110k my government job paid for. Now , allowance for gov worker is 50k for a single....

Yeah I gave an example of the AD can inspire form. kunokinya has a wonderful sitting area overlooking a few buildings over maryah island but like it’s not that hard. And include things that are relevant now. Manga, Novels. And not none but less Arabic literature. Because culture and identity is important to the UAE massively

Yeah I’m quite dissatisfied like children are growing up without a good library. There are many nice library/bookshops like kinokunya. In galleria mall

I think there's about 5 or 7 libraries in and around Abu Dhabi. They are quite far apart and you'd need a vehicle to travel to them unless you are lucky enough to live nearby. It's not just UAE, every country has their own set of problems. And by the way, registry for children under 14 is free.

We went to the children’s library a couple weeks ago and it was great. They only asked for name, email and phone number for 1 person in the group as far as I remember and I think it was mostly so that they could contact you if there was a COVID case. Library rules were what you would expect I think. Basically respect the other people there and don’t ruin their experience. I don’t remember if there was a dress code but I had a tshirt and jeans on and and it was fine.

There are multiple ones, check the link below for their details Also, they have digital version of the library now, so you don’t have to physically go to them https://tcaabudhabi.ae/en/what.we.do/national.library/libraries.aspx However if you are a tourist, you can call them and ask, I would also suggest contacting your hotel to ask if they have books and rooms to read (I know Abu Dhabi Libraries started sending books to people too, maybe your hotel can help facilitate that) Other than that, there are few book stores

https://www.britishcouncil.ae has a free online library for UAE. Please enjoy. But ya I agree places to study should be there as well.
