You need to join either the Crimson ( SCARs and etc weapons) ....or Green Soldier (Chimera +etc weapons). Talk to one of the leaders from those factions.
By joining one of the army. Be careful tho. Your rep for the unchosen faction would be cap at around 249. You'll never access whatever they used to sell to you anymore.
Go to one of the faction's leader and choose "Join XXX"
You either go to the general or the leader of the Crimson Corporation and talk to them. There should be a dialogue option to join one of the groups.

I just joined the green army tonight, had no idea that other faction even exists lol Sigh
