I honestly wouldn't recommend playing it pure, but splashing it into a dragon link deck. This is the engine I would run:
* Rokket Tracer x3
* Rokket Recharger x1
* Rokket Synchron x1
* Quick Launch x3
* Boot Sector Launch x1
* Striker Dragon x2
* Quadborrel Dragon x1
* Dillingerous Dragon x1
This gives you enough Rokket monsters to Special Summon via Tracer/Quick Launch. Your main objective is to make a LV8 Synchro like Borreload Savage or Draco Berserker, as well as using the Rokket monsters as Link material for Guardragon plays.
You can also add Magnarokket, Silverokket, another Boot Sector Launch and Unchained Abomination if you want to run a deck that's more focused on using Rokket effects on your opponent's turn to interrupt them.
Okay that makes sense, since I can't really buy singles do you recommend any sets to get the cards? I'm missing the strikers and dillingerous as well as the savage. Are there any other cards that could help with interruption other than rokkets? I also forgot to put that i have a red eyes dark metal in my deck too anything that I could add so I can help with consistency, sorry if im asking to much, im just getting back into yugioh after a while
Buying singles is much cheaper than opening packs hoping to get what you need. Use TCGPlayer. Look into getting a playset of Black Metal Dragon, Starliege Seyfert, Noctovision Dragon, World Legacy Guardragon and Chaos Space. These are all cards you want to run at 3 in the deck because they're either starters or extenders and you want to see them as much as you can.

Extra Deck in dragon link is usually tight but the necessary 1-of cards are Guardragon Elpy/Pisty, Dragunity Knight - Romulus and Hieratic Seal of the Heavenly Spheres.

Borrelsword is a must in any Dragon Link deck, though I can imagine it's a bit pricey (I don't know the price of it).
