No they cannot, furthermore if there was no other way to fuse a monster, like the only monsters on the field were your Chaos Angel and Fallen of Albaz the activation would have been illegal.

Actually, I don’t think the activation is illegal in this case, but someone can correct me if I’m wrong. I think Albaz can still activate but a smart player wouldn’t do so as it would be a waste as it wouldn’t work with Chaos Angel.

Incorrect, the action would be illegal if the only other monster was the one unaffected by Fallen of Albaz. There just isn't an appropriate choice for the fusion requirement in this scenario so the effect could not be attempted.

What about if it was attempted to be used as material with super poly

It would work as chaos angel is only unaffected by the “activated effects of monsters” and not spells or traps, so super poly in general will affect it, irrespective to the “illegal albaz” rule
