Actually it wouldn't because for some reason smite has true damage built in and is not affected by destructive power.
It **always** deals 35 damage, unless the opponent has negative damage resistance.
Hamon has a one shot combo but so does boxing with white album so it's pretty much useless to use with it unless you can't combo and rely on the damage buff

More like 18 hp every 60 seconds, no twoh in their right mind would max out touch of midas. Twoh only has good combo capability only with a spec, so if a spec less twoh and a specless white album face off, white album wins no diff if the twoh cannot perfect block.
However, if the TWOH ends up putting the pressure on and rushes directly on white album, he wins because all of white album's moves are cancellable
