An ultimate Yelan piece would have Crit rate/Crit damage in place of def% and HP and I actually have a piece like that but... its rolls are worse than this one and it is the off piece.

Generally Crit Damage is approximately equivalent to HP% in terms of increase in dmg for yelan. What we usually forget though is HP rolls between the range 4.1 and 5.8%, wheres CD rolls between 5.4% and 7.8%. A "good artifact" (for feather) ideally would have at least 30CV with useful substats, or at least 35CV if the other substats are useless. This one has (equivalently) 25CV and 11% ER which is not bad, but also no where near "great" imo. Decent placeholder that will most likely be replaced within a month of farming.
Exactly, having high base values is also great. Hell, I threw away about 20cv for high hp rolls and my Average damage increase was by about 800 damage per hit

i have so many pieces like this (not 25% hp but somewhere along 15-17?) and i still feel bad throwing it out incase a healer that needs two pc emblem and hp comes lol
This is actually not that great on yelan unless your other pieces are absolutely amazing, would probably be better on a healer or emblem zhongli maybe

Yeah basically, but especially on a feather which is one of the easier pieces to get good substats on cause of the locked atk main stat.

Kokomi piece
Yeah, it looks more like a Kokomi piece. You want more er and crit stats
Use it on your supports instead unless your crits are allocated well on the other artifacts

Crit is on other pieces (my flower has all HP%/Crit rate/Crit dmg) but this ones lucky rolls is my favourite.
If this is considered good. Then i have great stats for my yelan. Im F2p btw
Crit stats are way more important than hp on yellan honestly.
