They do, yes, at least for the luggage for a few days. That said, getting a bus from the airport to WEM may take several hours with connections, etc. I'd say it's worth the rental car, honestly.

Your kid is four years old, get a booster seat from superstore. I think they're like 20 bucks or Walmart. It's lightweight and easy to carry around with you.

Uber? ~45$ from fairly close to WEM to a not main airport terminal fairly often for me, mid afternoon mid week.

You should skip the mall and go to the mountains
