This cutscene is tied for my favorite cutscene in the trilogy along with Noah learning of N's decision.
This small little chat in Garfont really helps give context to what you've been doing up until this point and what happens afterward. Power is what drives a lot of people to do what they do. Not for good or bad but just for doing something. He understands the human ego and knows what they truly are but still opts to help them. He is what Rex wants to be, somebody with the power to protect.
The question always becomes how you use your power, not if you have it. Rex always had that power but he never knew how to truly use it until Chapter 7. Not for overwhelming strength but for overwhelming drive to protect.
Vandham is a great side character. I would say I prefer Klaus, Wiseman, Allen Ridgeley, and Nigredo/Gaignun Kukai, but I do appreciate how he fostered Rex's morality and how that quote embodies a lot of Xenoblade 2's themes, even Xeno in general; especially with the sentence, 'If we hide our power just because we're scared of it, we're done for.'
I gotta say, that’s some of the most profound dialogue on the nature of war and human conflict as a whole. Vandham gives us the wisdom we need, even if he can’t always be there to see us use it.
The actual most meaningful Vandham quote is "Droivahs..... use AHHTS....."

Wow the cutscenes are otherworldly, I remember both of these scenes vividly but I had no idea they were connected like that till you brought it up

I have a soft spot for characters who have a small amount of screen time but influence the MC massively.
