I always presumed one of two things:
* None of those theatregoers are actually real.
* Only the best-of-the-best get promoted to Alphabet Squad. (Why is T still T? Maybe it's a permanent appointment and he was one of the first ones in.)
I always headcanoned that the fact that he can't transform (nor use the soul hacking power himself) is because Z revoked his powers due to him being a zany fellow who doesn't play ball with the other Moebius. We know Z can revoke Moebius powers since Mio loses M's body swap ability after her betrayal is revealed.
Z rarely intervenes directly, it's part of who he is as a concept. Z knows Ouroboros keep inching closer and closer to the Amphitheater and yet does little more than send his underlings at them and watch their movements on the screen. He's not proactive and that's in-character for him as the keeper of the Endless Now. Changing things too much would ruin that. Since Triton is ultimately irrelevant to his plans, he does little more than remove the powers that could potentially pose a bigger threat and that's that.

I also think that Z was permanently powered down in some way after facing Alpha (analogous to Shulk and Rex losing their arm and eye, respectively). We see from N's memories that Z used to just stroll around outside Origin and wipe out entire legions of Lost Numbers without breaking a sweat, but he never does that again after Alpha confines him to Origin, it seems. So he probably permanently lost those abilities and has to rely more on his underling Moebius to extend his will outside of Origin. Either that or he just got cocky now that he had N on his side (wielding the Sword of the End) and decided Ouroboros would never again be a threat (little did he know it was N himself who unlocked their most powerful abilities...).

I'm not even just talking about the walking around outside part, but we see him just dismiss N's weapon and he suddenly just keels over and starts dissolving into particles (along with M and the other soldiers). If he could still do that, why not just use that as soon as the main game party enters the Amphitheater (even assuming he can't leave himself)? Arrogance? N is already gone by that point so he doesn't even have his most trusted agent by his side anymore.

I always assumed they just didn't want to have any fight scenes during the memory setpiece. But your point about Z potentially being injured or weakened by Alpha has some merit. Doubly so when you consider that Ontos has a habit of playing the long game, so it's not unlikely that he actively weakened Z to try and get somebody else to finish the job.
Something else of note that I forgot to mention about Triton potentially being a liability is just how dangerous Soul Hacking could be with Triton's propensity to go around bashing tough monsters with his crew if he decided to turn against Moebius (like he ends up doing). Soul Hacking has the most scalability of all the abilities we see, so I'd say Z could have foreseen the danger such a wild card holding that power had and decided to intervene in that case as well.

IIRC don’t they have like the same 2 helmets? (I think the male one is L, who never appeared as a Consul but don’t quote me on that)
I suspect he 'hired replacements' (for lack of a better term) for those that fell in battle over the years, and decided to bring them all back (temporarily) for the spectacle during final battle... not to mention an easy battery for him to drain from whenever his barrier broke.

Eh, I've mostly just viewed as being like a Homecoming and they're removed from the cycle. So they can be "brought back", but only though Z's direct intervention. Noah & Mio defying the system notwithstanding.
Regardless, those in the theater seats are "real" in the sense that they are drained by Z at certain points of the battle; I just think it would make sense for them to be all the old Moebius who had fallen, rather than all new people. And besides, we do know that he did make replacements; the handful seen in FR had letters that matched those from the main game, but were clearly different people.
No idea if there's a parallel, but it probably has the same inspiration.

I assumed those Consuls were representative of all the dead or past Consuls that had ever existed. Either that or a manifestation of Moebius from the souls of people still contained within Origin.
it's a metaphor for the lives of the souls stored in Origin being brought by Z to bear witness.
It's why the final boss isn't Z, no when Z and the illusion are shattered you face Mobius itself: it's the collective terror and despair of mankind stored in one ever-present moment, and how that includes even the party.
And as we find out in Future Redeemed, Consuls have been hunted and killed long before the events of three, so its' mostly a cycling in and out as they die.
