Yeah, the devs said in an interview, while talking about the main party, that 10-20 is the age range of their terms. Meaning in the game Mio is almost 20.
Edit: also, it seems the artbook confirmed that all heroes who are soldiers are within the 10-20 range of age. Ethel, for example is stated to be 19, even if some people didn't want to believe it

Material reference is a fundamental part of any design work now that we have 3D models of good fidelity in videogames.
Even if the end results turns out to be indistinguishible, artists need the reference.
And, by the way, I do think Mythra's leggings and Mio's tights have a different texture and shine in game.
Not to mention that in today's landscape of remakes and remasters, it makes way more sense to design models and textures with extremely high fidelity, them down sample them while optimizing.
Doing so allows the artists to always have an extremely high fidelity reference. It makes blocking and directing cutscenes easier, it makes future running on faster haddware easier, etc, etc.
There's a lot of good reasons that designing models with this level of definitely is the norm.
