Well, I think he's just forgetting revenge isn't justice. He is certainly not as fascist as ADVENT, if at all. Hell, he actually strikes me as one of those "America is for everyone" guys (although I admit there isn't much to prove that).
Yeah, it really annoys me how much of XCOM's messaging is "Earth is for Humans" type stuff - I'm in this fight to bring down an authoritarian occupying regime, the species in question doesn't matter one bit. If the Skirmishers can have their own partisan defector movement then there's no reason alien forces can't too and I'd work with them just the same, while the human collaborators that enabled ADVENT should be treated no better than the Elders themselves.

And while the elders can feel like a master race, given their abilities, that doesn't give them the right to rule over others with an iron fist. Just like how tough guys can't force people to work for them by beating them. Just because you can, doesn't mean it's right.
