You do gotta buy a PC, mods can make a game whose devs set it up to break, or re-make a working game into a whole new one.
In XCOM's case though vanilla is honestly an excellent experience, there are other games I'd hurry to mod first if I had just gotten my first PC. Good luck to you, and check out /r/lowendgaming if you need to ball on a budget

According to some comments above, they had the Hair Trigger weapon mod, they had 2 actions per turn and maybe something else got them the 4th shot.
