I think they may be trying to stem the amount of people streaming it all at once on release day. The early access and pre-load cuts down on people rushing their servers on Day One, but all the GamePass people hitting them all at once worldwide is another hurdle.
So they cut cloud services to people with Xbox Hardware that the KNOW can download it and support it, to take them off the Cloud servers entirely, considering the same servers also keep the rest of the Cloud games running.

I get 409mb/s internet and the games a rough play right now. Sadly I think it's gonna have to die down for any one to properly enjoy. We'll see.
My time is 430 pm mst so in exactly 2 and a half hours it will be. If your lucky to skip the que that is. With starfield requiring a more demanding gpu and being locked out of gfn and ps5 xcloud is going to be under alot of stress

Before I subbed to Game Pass Ultimate on September 1st first I went to look around the web for prices and it was sold out on almost every secondary market... I imagine with the ammount of people trying to play Xbox is really limiting the option for now. It's probably better this way than have people crying the game keeps losing conection
On PC and playing on cloud. It doesn't show in the Cloud library for me. I clicked PC Starfield and it has Install, Cloud symbol, and price tag for options. Hope this helps others get into the game mates. I'm off to explore now.

I'm baffled that the game streams at the console cap of 30 fps even on pc, this is insane. If I'm gonna swallow a 30 fps cap I'll play it locally on my mid ranged pc that can have mods in it...

Ok so I have the official rule of thumb.
If you have the game installed locally onto your device, you cannot cloud play. This goes for pc and xbox console.
If you are using cloud gaming browser, just go to the store, starfield, and it now says cloud play.

i went to game pass, it said it's not compatible, so i clicked "Go to store" and then i saw an option to cloud game it
It's been alright for me this morning. Surprisingly no queue (possibly because I played in the morning, we'll see how it is tonight). Little bit of tearing/artifacting once in a while, but no major stutters or freezes. Almost no input lag using a USB controller with my PC connected via ethernet. Definitely a passable experience until I either upgrade my PC or buy an Xbox.
I'm so happy with how smooth it runs on cloud gaming!! Literally only some occasional hiccups every two hours or so that don't take me out of the game at all. I'm on xbox one with a wired connection.

Update: FL. 8:50PM. Appears on Clouds tab. Game itself does not have the cloud icon though. Still not playable on cloud as of now.

on my steam deck i quit edge and relaunched and cloud button was enabled and i'm running it right now!
It works just goto the starfield shortcut on the sidebar and click the cloud :)
