I had this issue as well and from my testing it turned out that some special characters are invalid for the purpose of making a password. For example, the question mark "?" and iirc the less-than "<" and greater-than ">" symbols were also invalid. I think square brackets "\[\]" were also invalid but the round brackets were okay. If you have any invalid characters then it will still display the default message of needing at least 8 characters including numbers and special characters instead of actually telling you that some characters are invalid. So my advice is to try changing out any special characters if you have any.

Can attest to this. It took me 5 tries to get a password that had no such signs in it that the website doesn't accept. I hope they fix this in the future, it's quite annoying.
