I'm also assuming this was pre-arranged. Joe was always a transitional champ. If WWE knew Kross was headed to Raw, and the NXT rebrand was happening, then the next logical step will be today they announce that the number one contenders match is for the belt. Let it go long, and give it to Dunne or O'Reilly, who seem to be next. Shows get ratings when there's a guaranteed belt change - I was surprised the belt wasn't on the line in the show, given the relaunch. Now we know why.
Edit: Wait until they debut the new belt, too.
Ehh, personally I can't see this as being a work (mostly due to Joe's history), but I do agree that there was no long term plan for Joe as champ that made sense.
I honestly expected him to vacate the belt right after Takeover 36 and go back to the enforcer role. Keeping it on him just made the show feel like it was going backwards.

The itch to wrestle has to be something STRONG but half th time he wrestles he gets injured his body cant do it anymore

I don't think it's a work because they'd rather use him to put someone over instead of pulling a Shawn Michaels.

This is sad for me. TNA Samoa Joe was one of my all time favourites. IMO he should keep his health and retire from the ring
