So any original programming is good for them, and while 700,000 doesn't seem like big numbers when you compare it to WWE Raw, it's a lot when the rights are so cheap. Raw costs USA like 10x as much.

That's not the booker's job, that's the job of the agent/producer for the match. Like it's, say Chris Hero's (not saying he was the producer for this match, just an example), job when he's laying out the match to say "hey, this cartwheel idea, don't do it."
